Tampa police resolve barricade situation peacefully after hours-long standoff

At 10:19 am on September 10, 2024, the Tampa Police Department responded to a barricaded subject call in the 3300 block of W. Arch St. Officers were dispatched after a utility worker encountered an armed white male, later identified as 64-year-old Robert Kelley, who threatened to shoot the worker. Kelley retreated into his residence upon the arrival of three officers and six additional back-up officers.

Kelley, reportedly suffering from PTSD and with a history of military service, refused to cooperate with officers' attempts to persuade him to exit peacefully. As a precautionary measure, surrounding homes were evacuated for neighbor safety. The Tampa Police SWAT Team and hostage negotiators were deployed to assist.

For several hours, officers worked diligently to reach a peaceful resolution. Despite Kelley's repeated approaches to doors and windows, he continually retreated inside.

At approximately 3:30 pm, officers approached the home with a court-ordered warrant to take Kelley into custody. After giving repeated instructions over a public address system for Kelley to exit the home, CS gas was deployed into the residence. At 4:12 pm., members of the Tampa Police SWAT team used a taser on Kelley as he exited the house and took him into custody.

“I want to commend the exceptional work of our officers in resolving this tense situation,” said Chief Lee Bercaw. “Their patience, dedication, training, and unwavering commitment to ensuring public safety were evident throughout this event. We are grateful for the cooperation of the residents in the area for their support and understanding as every officer worked to de-escalate the situation and bring it to a peaceful conclusion.”

Kelley is being charged with Aggravated Assault with a Firearm. Additional charges may be pending based on further investigation. Detectives are now completing their search warrant for Kelley's house before transporting him to Orient Road Jail.
