Tampa Police Officer Terminated for Misuse of Authority and other Policy Violations

Tampa, FLA.-  On January 11, 2024, the Tampa Police Department terminated an officer for a violation of multiple departmental policies.

An internal investigation conducted by the TPD Professional Standards Bureau determined John Holmstrom used his position and authority to address an issue related to his personal vehicle.

On August 30, 2023, Holmstrom was on duty when he learned that his personal vehicle had been towed from his apartment complex. Holmstrom contacted the tow truck company identifying himself as a police officer acting in a manner to use his authority as a police officer to impact a private business for a personal matter. A review found Holmstrom also threatened to detain an employee in an attempt to resolve the issue.

"It is unacceptable that an officer would use their position or badge to settle a personal matter," said Chief Lee Bercaw. "Tampa Police Officers are held to the highest standard of professionalism and this officer's actions are not a representation of the hard work and dedication of the nearly 1,000 sworn officers serving this community every day."

Holmstrom was found to be in violation of policies related to: Misuse of Authority, Abuse of Position or Authority, Emergency Operation of Police Vehicles, Extra Duty Employment Polices, Personnel Management.

Holmstrom was employed with the department since July 2022.
